HRA

The HRS4R strategy is a tool launched by the European Commission to support universities, research institutions and organizations that fund research in the application of The European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers, which aim to contribute to the development of a European labor market attractive for researchers. The Charter and the Code of Conduct are recommendations made by the Commission to Member States, which are invited to apply them voluntarily:

European Charter for Researchers

The European Charter for Researchers is a set of general principles and requirements defining the roles, responsibilities and rights of researchers, entrepreneurs and funders.

Code of Conduct for the Recruitment of Researchers

The Code of Conduct for the Recruitment of Researchers, which does not differ much from the standard rules on hiring, stresses the importance of open and transparent procurement procedures, and also of diverse and experienced selection teams.

HR award

The quality seal awarded by the European Commission “HR Excellence in Research” identifies universities and institutions that generate and support the existence of a stimulating and encouraging research environment. 

Agrotecnio welcomes and supports the Recommendations of the European Commission containing the “European Charter for Researchers” and the “Code of Conduct for Recruitment of Researchers”, hereby commits, according with its internal policies, to further develop its internal human resources strategy, adhering to the recommendations and the principles set out in the Charter and Code and to guarantee transparency, accessibility, equity, and the pursuit of excellence in the recruitment of researchers.

An Internal Gap Analysis (legislation review and survey) led to the detection of the most relevant actions that must be implemented at Agrotecnio and resulted in an Action Plan that covered the 2018-2020 period. This action plan is periodically reviewed.

OTM-R Policy

Ensuring open, transparent and merit-based recruitment processes (OTM-R) is one of the main objectives at Agrotecnio. In order to comply with the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, Agrotecnio has developed its OTM-R Policy, which guarantees equal opportunities for candidates and that the research staff recruited meet the conditions required for the position. Agrotecnio has developed a Recruiting Policy based on the principles of the OTM-R.

Internal Review

In 2020, Agrotecnio carried out the first Interim Review according to the indications of the HRS4R award. This process involved different groups of employees: the Working Group created to develop the HRS4R strategy, as well as the Steering Committee. Several meetings were held to analyse the situation and assess the progress made in the implementation of the Action Plan. In 2024, a second Interim Review took place.
